Conditioning military aid will demonstrate the seriousness with which the United States regards Egypt's negative trajectory that is propelled by an economy nearing collapse, ongoing human rights abuses, and a pronounced lack of individual liberties and protections for women and religious minorities.

The regime abuses human rights, violates international accords, materially supported violence against American troops in Iraq, props up the Syrian dictatorship, destabilizes Lebanon, and targets Israeli diplomats. They also happen to be on the verge of developing a nuclear weapon.
